God practices "equality", "For all have sinned..." (Rom. 3.23)

He commands all to repent and believe. (Ac 17:30)

He then commands believers to, " speak, and exhort, and rebuke with all authority!"

Titus 2:11 For the grace of God that bringeth salvation hath appeared to all men, 12Teaching us that, denying ungodliness and worldly lusts, we should live soberly, righteously, and godly, in this present world; 13 Looking for that blessed hope, and the glorious appearing of the great God and our Saviour Jesus Christ;

14 Who gave himself for us, that he might redeem us from all iniquity, and purify unto himself a peculiar people, zealous of good works. 15These things speak, and exhort, and rebuke with all authority. Let no man despise thee.

Notice that the appearing of God's Grace teaches us to repent and believe Christ.  The imparting of God's Saving Grace follows repentance and faith in the Savior, Jesus Christ.  Appearing Grace and Saving Grace are as different as a Christmas gift under the tree and that of a gift unpacked and received.

Repent of your sin to unpack God's Saving Grace and believe Jesus to receive Salvation! 

God’s Saving Grace is unavailable to the unrepentant. This is not because God is unwilling, but because you are.

2Pe 3:9 The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance.
